Description
Please note that NAICS code is 923110 and 923130. The National Geospatial-Intelligence Agency (NGA) is seeking information from private industry regarding a planned competitive procurement for Human Capital Management and Learning Management services. NGA is looking for sources, strategies, processes, lessons learned, and other information or recommendations for providing customized business solutions, and contemplates awarding one or more contracts in the following areas: 1. Recruitment 2. Personnel actions a. Personnel action processing and personnel file maintenance b. Drug testing c. Benefits and retirement counseling and services 3. Corporate Wellness and Health Program a. Counseling and referral b. Health and fitness education and programs c. Child and elder care referral d. Workplace assistance and problem solving 4. Inquiry/Call Center for employees 5. Workforce planning 6. Leadership development programs 7. Program management support 8. Corporate training programs, including geospatial intelligence professional training 9. Professional school administration 10. IT systems engineering, and operations and maintenance This work will be performed at NGA?s Washington, DC Metropolitan area and St. Louis area locations, although support may be extended to NGA organizations globally. Due to the sensitive nature of the work at NGA, all contractor personnel working in NGA facilities shall be required to be U.S. Citizens and have the appropriate Top-Secret Sensitive Compartmented Information clearance (TS/SCI). Prospective corporations must provide and be capable of sustaining cleared personnel, and will be required to provide a security plan as part of any proposal(s). NGA is seeking to validate its breakout strategy for the above services. Please provide feedback with regards to alternatives for combining or grouping these services, based on your business experience or expertise. Teaming arrangements will be acceptable and small business subcontracting plans will be required for proposals by large businesses (not part of this submission). NGA is particularly seeking small business participation in this acquisition. All respondents are asked to submit a white paper detailing your company?s capabilities, feedback and recommendations on any and all areas of this procurement. Please identify your business as a Large Business, Small Business or 8a certified, if applicable. Please limit your response to five one-sided 8 ? x 11 typed pages.
