Description

The Internal Revenue Service intends to issue a sole source purchase order for consulting in the area of corporate and flow-through tax return compliance. The contractor must have both private sector and academic expertise, and reside in the California Bay Area. The contractor will be required to assist the IRS in: (1) development of enterprise risk models and identification of groups of returns which warrant examination; (2) development of abusive tax avoidance transaction models using data about listed transactions; (3) supporting the activities of the cross-functional flow through compliance council; (4) development of domestic issue filters for corporate and flow-through returns; (5) incorporating analysis of changes in book-to-tax differences with flow through return patterns; and (6) establishing best to use data from the new schedule M-3. The IRS Large and Mid-Size Business (LMSB) division has identified Michael Dance, Executive Director, Center for Financial Reporting and Management, Haas School of Business, University of California, Berkeley as the only contractor who is capable of meeting IRS requirements. Responsible sources who can provide the above expertise may submit written quotations no later than 15 days from the published date of this announcement. No solicitations will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to Michael Dance.
