- The Fleet & Industrial Supply Center, Puget Sound is soliciting for a firm, fixed price service contract to be negotiated on a 100% small business set-aside basis for Servicing and Testing of 25-Man and 50-Man Elliot life rafts in support of Commander Navy Region Northwest, Port Operations. The Contractor shall provide servicing and testing of the 10 life rafts (eight 25-Man and 2 50-Man) in accordance with 46 CFR Ch. I, 160.151-27 ?Approval inspections and tests for inflatable life rafts.? Examples of servicing requirements examples include, but are not limited to, replacement of drinking water, hydrostatic releases, smoke signals, hand-held flares, batters, etc. 160.151-21 Equipment required for SOLAS A and SOLAS B inflatable life rafts provides descriptions and regulation references for such replacement equipment. Related regulations are at 46 CFR 160.051 (coastal life rafts) and 46 CFR 160.010-3 (inflatable buoyant apparatus). Offerors must process an approval letter from the Coast Guard in accordance with U.S. Coast Guard lifesaving and fire safety standards indicating that the facility is approved and, in addition, also approved to service Elliot life rafts. Place of performance is contractors facility. Period of performance will extend from the date of award to 30 September 2005 with 4 option years. The commercial solicitation will be issued on or about 22 November 2004 with a closing date of 14 December 2004. Proposed contract to be procured using commercial Simplified Acquisition procedures in accordance with Far Part 12 and 13.5. The Government anticipates award of a single firm fixed price service contract. Prospective offerors not CCR-registered should immediately begin the registration process.
