- Description
- The Naval Air Systems Command intends to negotiate a combination cost plus fixed fee/firm-fixed price contract with Bell Helicopter Textron, Inc. for the development and production of turned exhaust kits for the AH-1W aircraft. This procurement will be a delivery order under BOA N00019-03-G-0001. These turned exhaust kits reduce tailboom heating and lower the IR signature of the aircraft. Bell Helicopter Textron, Inc is the only firm known to posses the detailed familiarity and in-depth engineering knowledge, necessary expertise and drawings/data to produce the turned exhaust kits. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source.
