Description
The National Park Service (NPS) plans to issue a service contract for the operation of a park bus system known as the Visitor Transportation System (VTS) in Bryce Canyon National Park, Utah. The system operates during the peak visitation period from May to September. The anticipated start date for actual bus service to begin is 05/27/05. The Contractor is also required to be on site beginning on 05/23/05 through 05/26/05 in order to conduct and complete operational and familiarization training. Additionally, between 05/23/05 and 05/26/05 the NPS will conduct its eight hour orientation course for Contractor personnel. Specifics of the training and NPS orientation course will be indicated in the formal solicitation. The Contractor shall furnish all resources, including but not limited to, buses, management staff, tools, equipment, supplies, bus drivers, dispatchers, mechanics, cashiers and other personnel required to provide the required services. The Contractor will also be required to operate a NPS provided shuttle staging area located outside of the park and to collect park entrance fees. The contract term will consist of one base year period of May to September, and four May to September option year periods. The NPS requires approximately 5,000 service hours during the base year period of May to September and approximately 5,000 hours for each of the option year periods. The VTS will consist of a single transit route of approximately 18 miles which will begin and end at a shuttle staging area. The NPS may require conversion of the Contractor's buses to be alternatively (bio-diesel) fueled in the future. The Contractor will be required to adhere to the requirements of the Service Contract Act (SCA) and associated U. S. Department of Labor (DOL) wage determinations. It is currently anticipated that the formal solicitation for the contract will be issued approximately 12/03/04 with a pre-proposal conference to be held at the site on or about 12/16/04. Specifics of the pre-proposal conference will be indicated in the formal solicitation. The proposed contract type will be a firm fixed price contract. All responsible sources may submit a proposal which will be considered by the NPS. Proposal submittals will be evaluated on a best value to the government basis. Price: Non-price evaluation factors are significantly more important than price. Significant non-price evaluation factors: 1. Prior Experience. a. Fixed Route Bus Operations. b. Diesel Fuel Bus Maintenance. c. Experience with Government Agency Contracts. d. Bio-Diesel Fuel Bus Operations. 2. Management Capabilities. a. Experience of Company Management. b. Experience of Proposed On-Site Operations Manager. c. Safety & Risk Management Program. d. Quality Control Program. e. Small Disadvantaged Business Participation Targets. 3. Past Performance.
