Description
PLEASE READ ENTIRE ANNOUNCEMENT FOR CORRECT POINTS OF CONTACT FOR THIS PROJECT. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), B EST-VALUE DESIGN/BUILD SOLICITATION. This solicitation is for the design and construction of the facility as described: The Fire Crash Station will be the main station supporting the flight training mission at Columbus AFB. It must provide sufficient space for maintenance and apparatus areas, administration and training, and residential and living areas. The apparatus roo m shall provide an enclosed area to house fire protection vehicles. The maintenance, repair, storage, and support functions will include an area for a vehicle maintenance office and vehicle maintenance parts, fire-fighting agent storage, hose storage and drying area, a fire extinguisher shop, a self-contained breathing apparatus (SCBA) shop, protective clothing lockers, laundry, and tire storage. The administration and training section will include an alarm, a communications center, training facilities, a nd administration offices. The alarm communications center will provide a communications control room, a kitchenette, restrooms, an emergency response center and a telecommunications/ computer room. The residential and living areas will include private b edrooms, personal lockers, a physical therapy room, restrooms with showers, a laundry room, a recreational area, and a kitchen. The North American Industry Classification System (NAICS) code for this project is 236220. The estimated cost range of the proj ect is between $5,000,000 and $10,000,000. Solicitation documents should be available on or around 8 Dec 2004. Mr. Edward M. Slana is the Contracting Officer for this project. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $28,500,000 for the past three years. Offerors should refer to Section 00100 Contract Clause 952.000-4133, PRE-PROPOSAL CONFERENCE, in the solicitation for details. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Minutes of the pre-proposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/ . Offerors should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the diff iculty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included i n the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Work. SEND SPECIFIC TECHNICAL QUESTIONS RELATED TO THIS PROJECT TO MR.
