Description
On or about 29 Nov 2004, this office will issue Request for Quotation (RFQ) for the Operation and Maintenance of Government Owned Merlin IV SA226AT Aircraft for Northwestern Division, US Army Corps of Engineers, Omaha, NE. Offers will be due 13 Jan 05 by 4:00 PM local time. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site shall contact Jan Cook @ 402/221-4118 or email at: jan.m.cook@usace.army.mil and/or Barbara Brooks @ 402/221-4275 or email at: barbara.a.brooks@usace.army.mil. This contract will be written for a base period of one year with four option year periods. The work will include the following: The contractor will furnish three (3) pilots and two (2) mechanics necessary to operate, maintain, repair and inspect one (1) Government Owned Merlin IV SA226AT 10-seat turboprop aircraft and one (1) Government furnished hangar facility, located at Offutt Air Force Base, Omaha, NE. The plane will be operated and maintained in accordance with applicable Federal Aviation Regulations (FAR) for the particular category and class of aircraft and specifications found in the solicitation. The plane is flown about 400 hours each year, with typical destinations to Denver, CO; Colorado Springs, CO; Pierre, SD; Bismarck, ND; and Glasgow, MT. Large business concerns submitting bids for services exceeding $500,000, shall comply with Federal Acquisition Regulation 52.21 9-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business: 50.9% of planned subcontracting dollars*. (b) Small Disadvantaged Business: 8.8 % of planned subcontracting dollars*. (c) Women Owned Small Business: 7.2% of planned subcontracting dollars*. (d) Severely Disabled Veterans: 0.5% of planned subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. *-Small Business concerns owned and controlled by.
