Description
The U.S. Army Engineering and Support Center, Huntsville, intends to award a contract to Technical Air Balance, a small business, as a Sole Source Award, for courses in HVAC Systems Commissioning. This course provides practical technical information to fulfill construction quality verification duties for commissioning of HVAC systems; identifies procedures for start-up, sequence of operation, and testing that pertain to mechanical equipment and repetitive deficiencies in system performance. The cont ractor provides HVAC certified instructors and a fully operational laboratory. The Government does not own the course material nor provide the laboratory. It is anticipated that a Firm Fixed Price award executed in accordance with Federal Acquisition Reg ulation, FAR 13.5 and FAR 12 shall be issued. A base year and two option years are contemplated. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Any proposed course should currently exist in the commercial market and meet the requirements shown herein. In addition, proposed instructors shall meet the education and experience requirements shown below. This notice is not a request for competitive proposals. However, all proposals receive d not later than 2:00 p.m. Central Daylight Time, December 3, 2004, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the go vernment. The requirement is to provide a training course in HVAC Systems Commissioning. This course trains Corps of Engineers employees in HVAC Systems Commissioning. This course is for both inexperienced and experienced engineers. Lecture, visual aids, conferen ces, testing, and a laboratory shall be used to present the following HVAC subjects: Commissioning, Commissioning of cooling systems, Commissioning of Heating Systems, Commissioning of Air Handling Units, Commissioning of Control Systems, Commissioning of Piping Systems, Commissioning of VAV Terminal Boxes, and Commissioning of Electrical Systems. The laboratory portion will include four (4) laboratory stations as follows: Water Cooled Chiller and Cooling Tower, Heating System including Boiler, Pumps, a nd Fan Coil Units, VAV Air Handling Unit and VAV boxes, and DDC Controls and Multi-zone Air Handling Unit. Students shall be divided into groups. Instructors at each station will provide each group with all necessary background information and assistanc e with the completion of the pre-commissioning checklists and functional performance tests as presented in UFGS 15995 for the equipment at that station. The laboratory portion of this course is to provide hands-on experience for the student. Course leng th is 36 hours. Course Dates and Locations: Session 05-01, Phoenix, Arizona, March 28 through April 1, 2005 (Approximately 36 students) and Session 05-02, Phoenix, Arizona, April 25-29, 2005 (Approximately 28 students). Offeror must provide instructors who have experience in administering and instructing short courses of instruction and who are certified in HVAC procedures. The contractor shall have extensive experience with the U.S. Army Corps of Engineers and shall hav e taught the information contained in UFGS 15995 concerning HVAC Systems Commissioning in the subjects shown above. A copy of resumes depicting education and experience in the subject matter shall be provided to the government for review. Copies of HVAC certifications shall be provided. Documentation of authorized access to a laboratory meeting the above requirements shall be provided. The procurement will be in the price range of $50,000 - $75,000.
