- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an RFQ Quotation W912DY-05-T-0003 using Simplified Acquisition Procedures under the Test Program at Subpart 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisi tion Circular 2004-25. NAICS CODE is 323118. Only method of payment will be Government IMPACC (VISA.) Government intends to issue up to three Blanket Purchase Agreements for the following binders. These binders are used to contain course material for P ROSPECT training courses. A screen print of the US Army Corps of Engineers logo shall be placed on each binder. A copy of this logo will be provided only to the vendor(s) to whom a BPA is issued. Binder specifications are: Sheet size: 11 X 8 ? + ? t ab allowance (binding side first), Ring capacity: Red custom binder - 1 , 1 ? , 2 , 2 ? 3 and 4 , White custom binder 2 , 3 , 4 , Ring style: Three Angle D rings with boosters, Outside material: Red or White Suedene .014 gauge vinyl stock color, Inside material: Matching, Covers: Stiff, Board: .120, Spine: Flat back, Rivets: Exposed on back cover, Pockets: One 4 horizontal pocket inside front cover, orange peel clear, Decoration: One color silk screened on front cover and spine, Sheet lifters: none, C ard holders: None, Label holder: On spine, orange peel. Quote each of the specifications only: NO SUBSTITUTIONS. This solicitation is for a 5-year Blanket Purchasing Agreement (BPA). Instructions for submitting Quote: State whether you are quoting Op en Market or GSA. Provide your GSA Contract number. Quote pricing for product only. Do not quote cost for shipping and handling. Shipping charges shall be billed at actual cost. Past performance and cost will be considered in determining the vendor to receive a BPA. Both are of equal importance. Provide names and telephone numbers of 3 references. Include only those references for whom you have provided a service or supply. It is your responsibility to provide accurate information. Offers must con tain all commercial terms, conditions and provisions under which the offeror conducts business in the commercial marketplace. Offerors must be registered in the Central Contractors Registry (CCR) and MUST PROVIDE their Federal Taxpayer Identification numb er, DUNS number, and Cage Code. Offers that fail to provide this information WILL BE EXCLUDED FROM CONSIDERATION. Instructions on registration in the CCR may be obtained at Internet Website: http//ccr.gov. FAR provision 52.212-2, Evaluation-Commercial Items is not included in this solicitation. The Government intends to award a blanket purchasing agreement(s) to the responsible offeror(s) whose offer conforming to the solicitation will be the most advantageous to the government to.
