Description
The Government has a requirement for professional Architect/Engineering Services, to provide design for Project 05-S-04 at the James H. Quillen VA Medical Center, Mountain Home (Johnson City), TN 37684. The A/E shall provide all architectural and engineering services necessary to renovate the VA Primary Care Service areas, second floor of Bldg. 160. Project design scope will be to renovate approximately 20,000 square feet of existing space. The design will include removal of minor existing equipment and related systems, including demolition of some floor finishes, walls, doors, ceiling finishes, and the necessary isolation and capping off of affected utilities, new floors, walls, ceilings, door/frames, plumbing fixtures, casework, etc., and shall be phased. The design will take into consideration modified and additional electrical loads, alarm/communication systems, water and sewer expansions, sprinkler systems, medical gas systems, and any required modifications to the existing HVAC systems, including automated controls, serving the re-designed area. Work includes preliminary and final contract drawings, cost estimates, specifications, and construction period services. The design shall incorporate all Architectural, Electrical, Mechanical, HVAC and Equipment components necessary to provide for a complete functional project. Designs shall be in accordance with all applicable requirements of NFPA, National Electrical Code, Life Safety Code, OSHA, VA Specifications, VA Standard details, VA Construction Standards, AIA and applicable local, state and federal regulations. This is 100% set-aside for small businesses only. The NAICS Code is 541310 with the small business size standard of $4.0 million. Construction cost estimate is between $1,000,000 and 2,000,000. Award will be to the A/E firm judged by the VA to be the best qualified for the work. All design criteria for the Veterans Affairs is available at www.va.gov/facmgt/. The selection criteria for this A/E contract shall include as a minimum (1) Experience in the type of work required (2) professional qualifications and experience of staff to be assigned to the project (3) ability to accomplish the work within required timeframes (4) past performance as related to the quality of work, meeting schedules, and keeping within scope and budget. (See numbered note 24) Area of consideration is limited to a 150-mile radius from the James H. Quillen VA Medical Center, Mountain Home (Johnson City), TN 37684. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms shall submit three (3) copies of SF 254 and SF 255 to the attention of Kerwin H. Fulton (90C) at the above address.
