Description
The NATO Supreme Allied Commander Transformation (SACT) plans to release a notification to intent to issue an Invitation for International Bidding (IFIB) concerning its plan to hire five (5) Senior Concept Analysts to develop NATO prototype Net Assessment Capability that will support an assessment capability for collecting and analyzing information regarding the strengths and vulnerabilities of adversaries, potential adversaries, neutral and friendly nations. Net Assessment is a key enabler of effects-based operations in that it provides a system of systems analysis within and across the areas of economics, culture, infrastructure, and international politics. This project will be funded under the NATO Security Investment Program (NSIP). Eligibility includes companies which have performed similar contracts within the last five years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and possess at least a valid NATO SECRET level security clearance, have at least one bachelor-level degree from a recognized degree-granting institution, and have as a minimum two years experience in a related field. SACT HQ will mail this IFIB directly to potential bidders that have been properly certified and nominated to the bidder list. The deadline to be certified and nominated to the bidder list is 29 November 2004. The (planned) bid closing date for certified firms will be 11 January 2005. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMININATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS MAY NOT BE CONSIDERED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT.
