Solicitation is unrestricted, full and open competition after exclusions of sources and will result in a Fixed Price/Economic Price Adjustment Indefinite Quantity Contract for a base year with four one-year option periods. QPL applies; these are critical application items. SPEC NR MIL-PRF-85570D; shelf life applies. Stock lines only to SRG, Richmond, VA and AQ5, Tracy, CA. For NSN 6850-01-236-0128, unit drum contains 55 gallons, Estimated Annual Demand (EAD) for the base and options years is 648 DR. NSN 6850-01-235-0872, unit can with spout contains 5 gallons, EAD for the base and options years is 6,696 CN. Both NSNs: Requested delivery 30 DARO; FOB Destination, Inspection and Acceptance at Origin. QAP 010 applies. MSDS and hazard warning label are required. These are commercial items. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation.
