Description
The U.S. Agency for International Development (USAID) Regional Development Mission Asia, Afghanistan Procurement Support Office, intends to issue a Request for Proposals (RFP) to solicit proposals from organizations interested in implementing a project for USAID/Afghanistan entitled the Alternative Livelihoods Program, a major component of the U.S. Government?s assistance to the Government of Afghanistan?s (GOA) counter-narcotics strategy. The principal goal of the Alternative Livelihoods Program (ALP) is to accelerate broad based, sustainable rural economic development in ways that provide new opportunities to encourage the Afghan population to seek livelihoods in the licit economy. The project is anticipated to consist of 2 major objectives: 1) Help accelerate licit economic growth and business activity development in selected provinces in which poppy cultivation is thriving; and 2) Help provide an immediate alternative source of income to poor households whose livelihoods depend, directly or indirectly, on the temporary opium economy. A draft Scope of Work and Evaluation Criteria have been issued for comment on the FedBizOps website and can be accessed via the following link (http://www1.eps.gov/spg/AID/OM/AFG/postdatePrevDays_1.html). The period of performance is expected to be three years. Currently USAID estimates the cost of this program to be $330 million with approximately $250 million to be allocated to programmatic implementation. The RFP is expected to be issued on or about December 8, 2004. The RFP will be distributed through the Federal Business Opportunities website. Any amendments to this solicitation will be issued and posted on the website along with the RFP. Potential offerors are encouraged to check the FedBizOps website (http://www.fedbizopps.gov) periodically. Interested vendors are invited to register on the Interested Vendors List module, particularly those interested in teaming and/or subcontracting opportunities.
