- This is a Market Research, Sources Sought synopsis seeking potential small business firms who are capable of providing the Internal Revenue Service (IRS) with services to evaluate and assess its human capital management resources with a specific emphasis on succession planning requirements. The prospective small business firm shall: a) Be highly experienced in behavioral assessment of executive and senior level management across a variety of large organizations, b) Be led by a leader who has large-scale project management experience of this type, c) Have a strong experience background with large Government and commercial organizations, d) Comply with small business requirements and maintain records to ensure Contractor performance of a minimum of 51% of the total work performed e) Comply with appropriate security processing requirements for contractors/subcontractors to coordinate the logistics of obtaining IRS access badges to perform work on-site where necessary and to meet Privacy Act requirements. f) Provide an automated monthly status and tracking mechanism for all task orders, to include compliance with performance work statement (PWS), performance period, schedule of deliverables, payment status, and issue management. g) Establish performance measures and a Quality Control Plan. ******Interested parties shall provide the Government with information as follows: (1) Name of Company-include a contact person?s name, telephone number and email address; (2) Company Address; (3) Company Type ( such as small business,8(a), HubZone, Service Disabled Veteran-Owned); (4) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (5) Address whether the services identified in the requirement described above are of a type offered and sold competitively in the commercial marketplace based on market prices and whether these services are exclusively provided to the Government; (6) Identify standard commercial terms and conditions typically associated with these services; (7) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performed performance-based,-include the contract number, Commercial customer or Government agency name and address and contract funded amount; (8) Identify existing or potential pricing structure for labor categories in support of this type of work (9) Identify qualifications of technical and management personnel.******* THIS SYNOPSIS IS FOR INFORMATION PLANNING PURPOSES ONLY AND IS NOT A COMMITMENT BY THE GOVERNMENT.
