Description

Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of Work: The project is for the construction of SOF Information Operations Facility addition at Fort Bragg, North Carolina. The project will consist of a 23,184 SF two-story structural steel rigid frame and masonry stru cture addition to match the existing building. The project will include features such as offices, team and ready rooms, arms rooms to AR 190-11 standards, classrooms, conference room, communications room, locker areas, sensitive equipment storage, and lat rines/showers. The construction of the addition will be to SCIF standards. Utilities will include electrical, UPS, communication services, water, sewer, storm drainage, fire detection, and suppression, security systems (IDS), fire protection, and HVAC. O ptions are not included in the contract. The project will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposal (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. E ach proposal shall contain the Offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Pro posals shall include sufficient detail information to allow complete evaluation. The government reserves the right to reject any and all offers. Offerors are reminded that while the government may elect to consider data obtained from other sources, the bur den of proof of acceptability rests with the Offeror. The technical proposal will be evaluated utilizing the factors set forth below: PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Weight among technical factors: FACTOR 1  CONSTRUCTI ON PAST PERFORMANCE: The sub-factors for Factor 1 are: Quality of Construction, Timeliness of Performance, Customer Satisfaction, Sub-Contractor Management, and Small and Small Disadvantaged Business Utilization. This factor is more important than Factor 2. FACTOR 2  CORPORATE RELEVANT SPECIALIZED EXPERIENCE: The sub-factors are Construction value of at least $2.5 million; Experience in construction of Secure Compartmented Information Facilities (SCIF) facilities; Experience in construction of faciliti es with secure communications systems; Experience in construction of facilities with raised-floor computer server rooms. The anticipated cost range is $1,000,000 to $5,000,000. Network Analysis will be required. This solicitation is issued on an unrestric ted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 22 November 2004 on the Internet at http://ebs.sas.usace.army. mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disk, faxes, etc) will be provided.
