Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 200-24. This solicitation is advertised as a competitive requirement set aside for Small Businesses. The NAICS Code for this procurement is 541611. The goals to be accomplished are: (1) provide a rapid baseline, optimization and resource forecast model for the National Oceanic & Atmospheric Administration/National Marine Fisheries Protected Species Management (PSM), permit process; (2) provide transparency of the current state of the PSM permit and recommend improvements to achieve more timely, predictable and reportable outputs, and (3) provide a transparent resource forecasting model to demonstrate allocation needs (in terms of personnel and funding levels) to better meet increased demand and satisfy core constituencies in FY 2006 and FY 2007. The objectives are to baseline PSM permit process capacity and resource requirements to include regulatory requirements such as Section 7 consultations and NEPA documentation. (The PERMIT PROCESS is here defined as commencing when an applicant becomes aware that a permit is required and concluding with either the issuance or denial of a permit by PSM.) To provide optimization recommendations for the current-state permit process, using programmatic approaches and leveraging current resources, skills and mechanisms in order to best meet demand. To provide a reusable model to achieve on-going financial transparency of the permit process to include cost per permit per type and performance ( processing time) per permit per type. To establish objective ?quick tests? that screen applications for Section 7 consultation and NEPA documentation requirements. To provide a model for reporting permit process outputs as measured against customer satisfactory, agency objectives and species welfare. To articulate budget justification and resource allocation needs to meet demand in FY 2006 and FY2007. Deliverables: 1. End to End Operational Footprint for PSM Permit Process; 2. Joint development of an Agency Action Plan based on ?Best Practices? measures and metrics for optimization of the PSM Permit Process. 3. Resuable, customized templates and data models for forecasting demand and resource allocation. 4. ?Quick Test? tool for screening applications against regulatory requirements such as Section 7 consultations and NEPA documentation. 5. Facilitated session on optimizing performance and cost. The performance period is for one (1) year. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. Evaluation Factors are based on Technical Capability, Past performance, and Price. All factors are determined to be equal in weight.
