- The work to be performed consists of the following: 1) Disassemble, remove, dispose and replace portions of existing fire suppression, cooling, heating and ventilating, service and domestic water system piping. The existing piping has been coated with lead based paint. 2) Install and test new Government-furnished piping, valving, devices and appurtenances. 3) Install and test new Contractor-furnished piping, valving, devices and appurtenances. The work is located at Mt. Elbert Pumped-Storage Powerplant approximately 13 miles southwest of Leadville in Lake County, Colorado. The price range for the work is $250,000 - $500,000. This is a negotiated competitive, firm-fixed price requirement. The Government will issue a Request for Proposal (RFP), and offerors will be required to submit technical and cost proposals in response to the RFP. A Technical Proposal Evaluation Committee will evaluate the technical proposals according to the following criteria: (1) Work Plans (Involving System Outages); (2) Schedule; (3) Past Performance; (4) Company and Personnel Experience, (5) Contractor and Public Safety. The solicitation package will be tentatively available on or around December 1, 2004. The receipt of proposals are tentatively due in the office of the Bureau of Reclamation, 316 North 26th Street, Billings, MT 59101 on or before Close of Business (COB) January 7, 2005. The work must be completed within 270 days after receipt of the notice to proceed. Prospective offerors desiring to visit the work site should make arrangements with Mr. Matt Sheskier of the Construction Services Office, telephone 970-962-4510. There is no charge for the first copy of this solicitation, and additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 each set. All responsible sources may submit a proposal which shall be considered by the Bureau of Reclamation. This acquisition is unrestricted. The North American Industry Classification System code is 238220. The Small Business size Standard is $12 million. The specifications and drawings will not be posted to the internet; however a completed solicitation package is available in hard copy. To request a hard copy of the solicitation, contractors must fax a request to (406) 247-7798, Attn: Hart BlackEagle. The request must include the contractor's name, address, phone/fax number, federal tax identification and Dun and Bradstreet number. NOTE: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be registered in the Central Contractor Registration (CCR).
