"Full and Open Competition"; the contractor shall provide all labor, equipment and servcies required for Project PIR 15(21) for crack cleaning and sealing, miscellaneous pavement milling, a hot asphalt-rubber chip seal coat with a final fog seal at select areas, hot asphalt-rubber concrete overlay and pavement markings on 19.175 miles of Route 15. The project site is on the Tohono O'odham Nation, Pinal County, Arizona.
