Description
This notice is a Request For Information (RFI) only. The Government may or may not issue a solicitation as a result of this announcement. The Government is not liable for any bid and proposal costs incurred as a result of this RFI. Do not submit a cost or technical proposal. BACKGROUND: The Iraq Project and Contracting Office is conducting market research to identify innovative contractor approaches to provide scheduled and on-demand air transportation to Army Project and Contracting Office (PCO) ? Baghdad personnel and other U.S. Government and contractor personnel as designated by the Director, PCO, or his designated representative. It is envisioned that the period of service would be for one year with four additional six-month option periods. Contractor must conduct operations in accordance with current laws, regulations and orders in Iraq and comply with the United States Federal Acquisition Regulations (FAR). Information gathered in this response will be guarded as marked (e.g., proprietary). Responses are not limited to U.S. companies/U.S. manufactured products. There is a need for a cost-effective on-demand air service to various specific locations throughout Iraq for use by the Army Project and Contracting Office (PCO) personnel and other U.S. Government and contractor personnel, as designated by the Director, PCO or his designated representative. 1.2 - The contractor will provide air transportation within Iraq for PCO personnel from the International Zone to BIAP, Abu Ghraib, the ports of Umm Qasr and Khwar Az Zubayer, the five regional offices, and other locations required for mission completion, including border crossings from Turkey, Iran, Kuwait, Saudi Arabia, Syria, and Jordan. 1.3 - A mixture of fixed and rotary-winged may be required, although the actual mix of aircraft will be up to the contractor. Future air transportation may be required to logistic sites in the countries bordering Iraq. 2.0 - Requirements: 2.1 - Contractor will provide movement control for all dedicated PCO flights. 2.2 - Typical flights will consist of 6-10 passengers, including both PCO and security personnel. 2.3 - Movements will be of up to 10 personnel 7 times per week. These trips will potentially include 4 times daily moves between the headquarters element located in the International Zone of the US Mission Compound in Baghdad to sites at Abu Ghraib and BIAP to execute mission functions. In addition, PCO personnel must move 1 time daily between the logistics headquarters and the ports of Umm Qasr and Khwar Az Zubayer. Further, PCO personnel must make regular movements between these points, the five regional field offices, and other locations throughout Iraq. Representative flights are presented in Appendix A. 2.4 - The contractor will provide all logistics services required to operate air transportation within Iraq including aircraft and flight crews, scheduling of aircraft, training of aircrews and maintenance personnel, and aircraft fuel and maintenance. 3.0 - Administrative Notes 3.1 ? Submissions should be clearly marked with the company information (name/address/point of contact/etc.). All responses/comments are to be received by 1700 EST on 30 November 2004. TOTALS Per Week 38/Per Year 1,976 Assumptions: ? Baghdad-BIAP/Abu Ghraib route is independent of other routes listed. Some other routes may need to go via BIAP/Abu Ghraib. ? All trips will originate at either the International Zone or BIAP ? Numbers = amount of round-trip travel to the routes listed ? Estimated yearly totals include no fly days (e.g., weather cancellations, no mission requirements, etc.)
