Description
(U) AC/RC Integration Process Contract Support (U) The Headquarters, Department of the Army (HQDA) seeks to provide contract support to the Reserve Affairs Integration Office within the Office Chief of Staff, Army (OCSA) as it works to support CSA responsibility for integrating Reserve Component matters in to all aspects of Army business. Under the direction of the Director, Reserve Affairs Integration Office and the Director, Executive Communications and Control (ECC), the contractor will provide required Active/Reserve Component integration support to the CSA Reserve Affairs Integration Office, Reserve Component Coordination Council (RCCC), Army Reserve Forces Policy Committee (ARFPC), and ECC. That support is intended to provide administrative and management assistance to the AC/RC integration process as delineated herein The Vice Chief of Staff, Army (VCSA), in concert with the Director, Army National Guard (DARNG) and the Chief, Army Reserve (CAR), supports Chief of Staff, Army (CSA) efforts to execute Active Component/ Reserve Component (AC/RC) integration. The Director of the Army Staff (DAS) is responsible for ensuring effective synchronization, coordination, and tracking of RC-related issues and actions across the functional domains of Army responsibility. To accomplish this task, planning, administrative, functional and execution support is required for the DAS to develop and implement required AC/RC integration processes and methodology. Specifically, this effort requires program management, administrative and functional support, and web-based products supporting t he ARFPC, RCCC, the AC/RC Integration Council of Colonels, the OCSA Reserve Affairs Integration Office and ECC. The products and support from this delivery order will enhance the Armys ability to fully integrate the Reserve Components into present and fu ture Army total force capabilities as directed by the Army Campaign Plan and guided by the Army Transformation Roadmap. The primary task is to support the Armys AC/RC integration efforts. Principal subtasks to be performed by the contractor are included and fully described in the Performance Based Work Statement. Key and essential attributes required and/or desired of th e contractor include: Reserve Component experience and familiarity with current and contemporary issues, initiatives and operations; Proficiency in Microsoft OS and applications, including Outlook, Word, PowerPoint, Access, and Excel is required; Experienc e in conducting reviews and studies, preparing papers and formal memos in accordance with Army regulation and policy is desired; Organization skills and good communication skills (both written and oral) and ability to interact with senior-level officials are required. Tasks will require the ability to assist with development and implementation of processes and functions associated with AC/RC integration efforts. Task will also require experience with plan, program and agenda development as well as confer ence planning and preparation for participation by senior military and USG officials. Contractor must have an understanding of Army Staff action coordination/ staffing, to include the tasking process and procedures. Current security clearance is required .
