- NOTICE OF INTENT TO AWARD - On behalf of the U.S. Army Research Institute and in accordance with FAR subpart 6.3, the Defense Contracting Command-Washington intends to award a purchase order (under the simplified acquisition threshold) on a sole sour ce basis to Ms. Winnie Young of Alexandria. VA to collect source data files and to update the Officer Administrative Data Base (OADB), the Officer Longitudinal Research Data Base (OLRDB) and the Officer Standardized Educational Testing Data Base (OSETDB) d atasets, as well as to develop new software for reading and extracting the longitudinal data. These databases are used to perform policy and behavioral research studies and analyses of manpower and personnel issues of particular significance to the U.S. Army. Ms. Young has unique expertise based on previous work updating these databases, as well as converting the original computer programs for building/updating these datasets from mainframe (PL-I) to PC (PC-SAS) environments and her experience with the Ar my records. There is NO solicitation document. This notice is not a request for quotes.
