Description
The US Air Force (USAF) is exploring commercial/government off-the-shelf (COTS/GOTS) technologies to improve the safety and ride of High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs or Humvees) used in a combat environment. Personnel are being injured from slamming into the roof of HMMWVs when they travel over rough surfaces. These personnel wear body armor or flak-vests and helmets; however they are still being injured. Additional welded armor plating, attached to the HMMWV, makes them very heavy and cause an extremely poor ride due to the excess strain on the shocks. The roof-to-helmet distance on the HMMWV is small and the seats have no padding or spring to absorb the excess force. Seatbelts are missing on most of the vehicles and when the seatbelts are present, the personnel do not wear them because of an inability to ?turn and fire? if attacked. Technologies are necessary to modify the current HMMWV for safety of the personnel. Some possible technologies include: improved shocks for handling the extra load of armor, lowering the seat inside of the HMMWV to provide more room to dissipate the force, and adding an improved ?energy absorbing? seat shock system. Additional ideas, devices, techniques would also be welcome. Through this BAA, the Air Force is requesting information concerning mature technologies, which meet the requirements previously stated, to be used in an Air Force Battlelab concept demonstration. The primary selection criteria for all submissions will be the most practical solution available to support the requirements. All offerors are strongly encouraged to submit information supporting this request. Currently, there is only limited Battlelab funding identified for this program, however, if research indicates that the technology is available and transferable to the USAF, funding may be sought for prototype demonstration and recommended to Headquarters, Air Combat Command. NOTICE TO FOREIGN OFFERORS: Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures and restrictions that could preclude their participation in this announcement. SUMBISSIONS: Product information may be submitted until COB EST 10 December 2004. White papers should not exceed five pages plus cover letter.
