- HDAM POM CONTRACT ? The Air Armament Center, Counteriar JSPO, Contracts Office, Eglin AFB FL, intends to issue a sole-source contract to Raytheon Company, located at P.O. Box 11337, Tucson, AZ 85734-1337. This sole source contract will be for the production of HARM Destruction of Enemy Air Defenses (DEAD) Attack Module (HDAM) Proof of Manufacturing (POM) units. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336414 with a size standard of 1,000 employees. Raytheon is the designer, developer and sole qualified producer of the HARM missile, the Aircraft Launcher Interface Computer (ALIC) and the HARM/ALIC peculiar support equipment and has the only known operable manufacturing capability for producing the HARM HDAM control section. The production of the HDAM requires a substantial initial investment as well as an expert knowledge and understanding of the HARM. There is no production level drawing package available for the HDAM. For these reasons, Raytheon is the only vendor capable of supplying HDAMs within the required timeframe to meet critical mission requirements. The quantity range for this acquisition is 5 (minimum) to 7 (maximum) units. The date for response to this presolicitaion notice is 30 Nov 04. Interested parties may submit statements of capability (SOC) demonstrating their ability to: (1) Produce HARM HDAM control sections, (2) Integrate with the HARM and modified ALIC and (3) Act as a prime contractor (to include technical capabilities, approaches to problem solutions, current technical expertise, and current or past development and/or production efforts). The statement of capability should show that the respondent has production capability in place to meet the requirements of a future HDAM follow-on production and sustainment program Contract award is planned for January 2005 with a 12-month contract performance period.
