Description
The U.S. Department of Energy, National Nuclear Security Administration (NNSA) is seeking an Expression of Interest (EOI) from prospective contractors who may be interested in competing on a full and open basis for the contract to manage and operate the Nevada Test Site (NTS) and other satellite facilities and laboratories under the oversight of the NNSA Nevada Site Office. The North American Industrial Classification System code for this effort will be 561210 with a size standard of $30 million. NNSA is currently preparing its solicitation (Request for Proposals). The contractor will be required to provide the intellectual leadership and management expertise necessary and appropriate to manage and operate the NTS and to accomplish the missions assigned by NNSA. The NTS is an approximately 1,375 square mile remote testing site in southern Nevada and represents the United States??? unique capability to support nuclear testing and major experiments in the Stockpile Stewardship Program that involve Special Nuclear Material. Established as the Atomic Energy Commission???s on-continent proving ground, the NTS has been the location for more than four decades of nuclear weapons testing. Since the nuclear weapons testing moratorium in 1992 and under the direction of the Department of Energy, test site use has diversified into many other programs, such as hazardous chemical spill testing, emergency response training, conventional weapons testing, and waste management and environmental technology studies. More than 1,100 support buildings and laboratories are spread across the NTS. The other satellite facilities and laboratories are located in California, Maryland, Nevada, and New Mexico. The annual budget for the current contract is about $500 million. The purpose of this sources sought synopsis is also to advise all potential offerors or other concerned individuals or organizations that the NNSA Service Center has established a website at http://www.doeal.gov/nevadacontractrecompete/default.htm for the dissemination of information relating to this acquisition. This website will be the principle distribution medium for notices, changes, questions, and answers or any other pertinent information related to the Request for Proposals. The official Request for Proposals (and Amendments, if any) will be transmitted through the Government-wide Point of Entry (FedBizOpps). It is strongly advised that interested offerors frequently check this website for updates or subscribe to the website. Prospective contractors are requested to submit an EOI that (1) identifies the prospective contractor (business name, business size [large, small, 8a, etc.]), point of contact (including e-mail address), telephone number, and identify the nature of the proposing entity (e.g., joint venture, limited liability, corporation, etc.); and (2) describes the prospective contractor???s capabilities, relevant experience, and corporate resources to perform a contract of this size and complexity. Unless otherwise requested, your company name and point of contact will be released on the website as an interested prime offeror or a small business interested in a subcontracting or teaming arrangement.
