- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number NRCS-1-KS-05 is issued as a Request for Quotation (RFQ). The United States Department of Agriculture, Natural Resources Conservation Service, (Salina) Kansas has a requirement for one (1) each complete Sokkia Total Station Set 4120 (6401-04) to include the following components: 1 each ? Tripod, wood frame (7512-52); 1 each ? Prism Pole, Telescoping (7261-48) with Topo Shoe (8078-51); 2 each ? Prism, AP11A Single Tilting Prism Assembly with AP11T Target (7261-32 and 7261-42); 5 each ? Data Collector, Allegro CX 64/128 (553-303) with SDR Level 5 Software Kit (606-1-0078); and 1 each ? Swivel Mount for Data Collector. The complete Sokkia or equal package is to be delivered FOB destination to 760 South Broadway, Salina, Kansas 67401. Delivery is required within 60 days of notice of award. This provisions and clauses incorporated in this RFQ are those in effect through Federal Acquisition Circular (FAC) 2001-24. Provision 52.212.1, Instructions to Offerors Commercial Items applies to acquisitions (there are no addenda to this provision). Provision 52.212.2 Evaluation Commercial Items is not applicable to this acquisition. The Offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications ? Commercial Items ? found at https://www.arnet.gov/far/ with its offer. The clause 52.212-04, Contract Terms and Conditions ? Commercial Items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; SCSAR 4I52.232-70, Designated Payment Office Contact Point; and SCSAR 4I.52.232-73, Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items applies to this acquisition. NAICS code 334220; size standard of 750 employees is applicable. This solicitation is being conducted under full and open competition; however, all things being equal, preference will be given to U.S. small businesses. The Government preference is to award one contract for the system to include all components. Evaluation for Award will be based on low price technically acceptable. Quotations are due November 30, 2004, at 4:30 p.m. (CDT). Quotes must be addressed to the Contracting Officer, USDA-NRCS, 760 South Broadway, Salina, Kansas 67401. Facsimile quotes may be sent to (785) 823-4540. All quotes must be in writing, dated and signed by an authorized representative. Quotations shall include the RFQ number, the proposed price, any prompt payment discount, company name, company address, company phone and fax number, Tax Identification Number (TIN), DUNS number, Company Size Status (i.e., number of employees) and a Point of Contact. Contractor must be registered or register on the Federal Government?s Central Contractor Registration website (www.ccr.gov) prior to contract award.
