- Description
- The Defense Logistics Agency (DLA), Defense Supply Center Columbus (DSCC) seeks to enter into a five (5) year, Firm Fixed Price (FFP), Indefinite Quantity Contract (IQC) with coverage via a Performance Based Logistics (PBL) arrangement to support the Advanced Seal Delivery System (ASDS). The contract will have a one-year base period followed by four one-year option periods. The primary goal is to improve customer support at the end user level through the use of the Performance Based Logistics (PBL) concept. The PBL provider(s) will be required to support the identified ASDS vehicles at military bases within specified geographic locations. The PBL provider(s) should be capable of providing integrated logistics support for consumable spare parts which are unique to the Advanced Seal Delivery System (ASDS). The following geographic locations are applicable to this effort: Pearl Harbor Naval Shipyard. Type of Contract: The United States Government (USG) projects it will award a firm fixed price contract, although a cost reimbursement contract is also being considered at this time. Contract Scope: This includes items for which are coded as unique to the Advanced Seal Delivery System (ASDS) and which Northrop Grumman, (cage code: 31442), is currently shown as an approved source, regardless of awardee. Approximately seven hundred and fifty (750) NSN and/or part numbered items are included in this initial grouping (please see below). FSCs to be covered under this project include: 1055, 1560, 2010, 2040, 2835, 3010, 3020, 3040, 3110, 3120, 3426, 3895, 4030, 4240, 4320, 4510, 4520, 4710, 4720, 4730, 5305, 5306, 5307, 5310, 5315, 5325, 5330, 5340, 5342, 5365, 5836, 5845, 5915, 5920, 5930, 5935, 5945, 5963, 5970, 5975, 5985, 5995, 5998, 5999, 6105, 6110, 6130, 6140, 6145, 6150, 6160, 6210, 6220, 6230, 6240, 6320, 6605, 6650, 6680, 6685, 6750, 6760, 6780, 6995, 6695, 6750, 6760, 6780, 7025, 7050, 7690, 9320, 9305, 9515, 9530 and 9905. Additional NSNs and/or part numbers may be added to any resultant contract at a future date using the Add / Delete clause, included in the solicitation and are subject to synopsis. The PBL provider(s) will be asked to provide consumable spares within the following delivery response times (identified by the ASDS Program Manager): seventy-two (72) hours ? thirty (30) days based upon Issue Priority Group (IPG). The PBL provider(s) must be capable of achieving a 90% on demand issue rate, have the ability to forecast the ASDS customer?s future needs and develop inventories or business relationship to meet such needs. The PBL provider(s) will be required to provide total end item support. This includes spare parts, technical support (local Customer Service Representative available 24 hours / 7 days a week), supply support, surge and sustainment support, and other actions that the customer requests to the US Navy based listed in the geographic locations listed above. It is expected that one PBL provider cover an entire location, each additional location will be added to the contract without resolicitation. Additional NSNs and/or part numbers are subject to a future synopsis in the CBD. Award will be made on an ALL OR NONE BASIS per NSNs for the supplies covered. It is currently projected that primarily direct vendor delivery (DVD) orders will be issued. All responsible sources may submit and offer / quote, which shall be considered. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total shall not exceed five (5) years. This is an unrestricted acquisition. This acquisition is for supplies for which the government does not posses complete, unrestrictive, technical data, therefore, the government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304 (c) 1.
