Description
This is a combined synopsis/solicitation for commercial items prepared by the Bureau of Reclamation, Mid-Pacific Region, Sacramento, California in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; quotes are being requested and a written solicitation will not be issued. Solicitation No. 05SQ203015 is being issued as a Request for Quote (RFQ) and will be awarded as a firm, fixed-price purchase order for Commercial Items to the offeror that provides the best value to the Government. This requirement is 100% set-aside for small business. The North American Industry Classification System Code (NAICS) for this requirement is 421320 - Brick, Stone, and Related Construction Material Wholesalers, with a size standard of 100 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-25, effective November 4, 2004. The solicitation item is as follows: The Bureau of Reclamation, Mid-Pacific Region, Sacramento, California is seeking quotes from all prospective contractors to provide all labor, equipment, materials and supplies necessary to furnish and deliver four hundred (400) tons of earthfill material to be utilized to repair levees and roads. Earthfill material shall consist of a soil-rock mixture free from vegetable matter, lumps or balls of clay and other deleterious substances. The earthfill material must meet the gradation limits prescribed by the following gradation table: U.S. Standard Square Mesh Sieve Size Percentage by weight passing 2-1/2 inch 80 -100 3/4 inch 50 - 85 No. 4 40 - 60 No. 8 20 - 40 No. 30 10 - 35 No. 200 8 - 20 The material shall be blended, transported and delivered by truck (tandem truck/trailers have been used in the past) to the stockpile site at the northeast end of Prospect Island, located in Solano County, California, approximately 6 miles north of Rio Vista and approximately 20 miles south of Sacramento, California between November 10, 2004 and November 19, 2004. Actual specific delivery locations (all located within 1/2 mile of the Prospect Island gate) will be determined and provided to the contractor by the on-site government Contracting Officer's Representative at the time of delivery. The levee roads can become inaccessible for several days after periods of rain; therefore the delivery dates may be adjusted depending on the levee road condition. Drivers shall furnish certified scale tickets to the on-site government Contracting Officer's Representative upon delivery of each load to the stockpile site. Effective October 1, 2003, all prospective vendors must be currently registered in the Central Contractor Registration (CCR) database, http://www.ccr.gov prior to award of contract. Quotations shall be submitted on company letterhead for the requested delivery of 400 tons of earthfill material, CLIN #0001 showing unit pricing for the earthfill material and CLIN #0002 for the actual delivery, per ton of the earthfill material, references (include names and addresses and phone numbers of three contacts for past projects of this type performed within the past 2 years for other commercial or Government customers). Quotes should also include the contractor's Dun & Bradstreet (DUN's) and Taxpayer Identification (TIN) number and a completed copy of FAR Clause 52.212-03 - Offeror Representations and Certifications - Commercial Items (a copy of the FAR clause can be downloaded from either of the following websites: http://www.arnet.gov/far/current/html/52_212_213.html. http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm#P1050_150322 In order to be deemed acceptable, all quotations (including Offeror Representations and Certifications - Commercial Items) must be received in this office before the close of business (5:30 p.m.), on November 9, 2004. The government will issue an award to the responsible offeror based on: 1) Price and 2) past performance. Award of contract shall be made on/about November 10, 2004.
