- Description
- The Naval Air Warfare Center, Lakehurst, New Jersey (NAWCADLKE) intends to enter into a Basic Ordering Agreement (BOA) N68335-05-G-0003 with EDO Reconnaissance and Surveillance, Inc., (EDO) of Morgan Hill, CA. The purpose of this agreement is to provide supplies and services required to support and maintain Electronic Warfare (EW) equipment designed and built by EDO RSS and include the ALR-95 Electronic Support Measures (ESM) systems installed on P-3 aircraft and other aircraft for Foreign Military Sales (FMS) and the US Navy (USN). The proposed acquisitions are for equipment repairs, procurement of additional new equipment for sparing or replacement purposes, technical support, on site maintenance and operator training, maintenance support, generation and update of technical documentation, performance studies/data analysis to assess mission effectiveness and propose capability improvements, upgrades/ modifications to existing hardware and software to address obsolescence issues, improve mission capabilities, and integrate with new or modified platform configurations, and travel in support of the P-3 aircraft. NAWCADLKE intends to procure under the authority of 10 USC 2304 © (1), as implemented by FAR 6.302-1. EDO, Inc. is the sole designer and manufacturer of the EW equipment, and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy’s requirements. The Government does not own the data rights. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
