- Description
- The Naval Surface Warfare Center, Carderock Division, is soliciting offers for the purchase of 1,200 Gallon per Day Reverse Osmosis (RO) Desalination Units. The Government intends to award a Requirements Contract with the initial Production Order for 16 units and a potential of up to 16 additional units placed on order as needed over a five year period. Award will be based on Best Value with consideration of the following technical evaluation factors in descending order: (1) Design and Performance Characteristics; (2) Past Performance; (3) Life Cycle Maintenance Costs; (4) Corporate Experience; (5) Logistics Support First Article; and (6) Small, Small Disadvantaged, Women Owned, Veteran Owned and Historically Black Colleges or Universities and Minority Institution Subcontracting (5%). Price is the least important evaluation factor. Testing requirements are included in the package as well as the need for Technical Manuals and Provisioning Data to be procured with t! he initial 16 Production Units. First Article Testing Requirements may be waived if the acceptable offeror has designs that meet the testing requirements outlined in the solicitation. The Reverse Osmosis (RO) Desalination Unit is designed to produce 1,200 gallons per day (GPD) of freshwater with a total dissolved solids level below 25 parts per million from seawater. This procurement is unrestricted. The NAICS classification for this acquisition is 333319. Solicitation will be issued on or about 17 December 2004 and close approximately 45 days thereafter.
