Description
The United State’s Environmental Protection Agency’s (EPA) Office of Human Resources (OHR) is conducting an OMB Circular A-76 Standard Competition in the area of Employee Benefits. This action was originally posted under solicitation number EP-W-CA04-0001. The draft Performance Work Statement (PWS) includes benefit services that are currently performed nation-wide at EPA Headquarters, Regional Offices, Cincinnati, Research Triangle Park (RTP), Las Vegas and Ann Arbor. The areas under study are Health Benefits, Life Insurance, Long Term Care, Eldercare, Thrift Savings Plan, Workers Compensation, Retirement Benefits and Counseling, Unemployment Compensation, Flexible Spending Accounts, Leave Bank/Leave Transfer, Employee Assistance and Counseling Program (Headquarters Only), Childcare Tuition Assistance, Family Friendly Leave Program, Family Medical Leave Act, and Decedent Affairs. These services are currently provided government employees and limited contractor support. It is anticipated that the solicitation will be released on or about August 18, 2004. This competition is a Small Business Set-Aside. The NAICS Code for this procurement is 923130 and the Size Standard is $6.0 million. The contract type is anticipated to be firm-fixed price with a base year and four one-year options. The requirement is being conducted under the guidelines of OMB Circular A-76 for a standard competition. The projected end date of the competition is on or about December 31, 2004.
