Description
The Bureau of Customs and Border Protection is amending the synopsis in this modification no. 2 to provide answers to questions and to amend the requirements of the Request for Quotation. The Government now requires that each offeror?s quote contain the following information: 1. The fee, expressed as a percentage of salary, that the offeror will charge the Government to hire one person. No other expenses will be paid for under this BPA. 2. Three past performance references that CBP may contact ? include name of agency/business, Point of Contact with their address, telephone number, and email address. Award shall be made to a responsible offeror and shall be made using a best value determination. Each quotation submitted will be evaluated based on the following factors: Past performance and the fee the offeror will charge to hire one person. The time for submission of quotations has been changed as a result of this modification. In order to be considered responsive to the Request for Quotes, offerors shall submit their quote via email to kerri.bishop@dhs.gov no later than 4:00 p.m. on Friday, November 5, 2004. Questions shall be submitted via email to kerri.bishop@dhs.gov by 2:00 p.m. on Tuesday, November 2, 2004. Answers to these questions will be provided in a modification to the synopsis, however, the response date of November 5, 2004 will remain the same. All other requirements outlined in the synopsis remain unchanged. Answers have been provided for the following questions: Questions and Answers 1. Question: What security clearances are needed for the people that you?re hiring? Do they need to be active clearances? Answer: The Bureau of Customs and Border Protection (CBP) will conduct its own security clearance once a candidate has been agreed upon for the position. The Government will pay for and initiate the background investigation at that time. 2. Question: What type of military background are you looking for, i.e. general specifics of the background you?re looking to hire? Answer: CBP would be interested in Senior-level candidates, but it does not know at this time what specific background experience is needed. 3. Question: Why do you want to hire people solely with military background? Answer: This is the requirement. 4. Question: Will you pay relocation expenses? Answer: At this time, it is not anticipated that relocation expenses will be paid for in this requirement. 5. Question: Are the recruits going to become actual government employees or contract personnel through our company? Answer: The recruits would become actual government employees. 6. Question: What GS levels have been billeted for these openings? Answer: These positions have been billeted for the Executive level/SES level. Salary will range from $104,000.00 to $158,000.00. 7. Question: Do you have special hiring authorities? If so, what are they? Answer: We currently follow the Office of Personnel Management?s (OPM) management rules. In the future, this may change to include future Department of Homeland Security (DHS) provisions, which are not known at this time. 8. Question: How many people do you anticipate hiring per year? Answer: The Government does not know how many positions it will hire, however, CBP anticipates the award of a 3-year BPA that shall not exceed $100,000.00. 9. Question: Is the BPA 100K for each year, or 100K for the total 3 year period? Answer: The anticipated BPA shall not exceed $100,000.00 over the total 3-year period. 10. Question: Should interview expenses and travel expenses be included in the offeror?s quotation? Answer: All costs/fees associated with hiring ONE position shall be included in the quotation. 11. Question: How many positions will we be searching for? Answer: The Government does not know how many positions it will hire, however, CBP anticipates the award of a 3-year BPA that shall not exceed $100,000.00. 12. Question: Will the positions all be in the same salary grade? Answer: The positions will be hired at the Executive level/SES level. 13. Question: What is the salary range? Answer: The salary range of the Executive positions will be from $104,000.00 to $158,000.00. 14. Question: What are the "musts" in employing the individual? Answer: The Government is looking for individuals with former military experience, and CBP would be interested in hiring Senior-level candidates. However, further information is not known at this time. 15. Question: Are fees and reimbursed expenses separated or considered a whole? Answer: As amended in this modification no. 2, the Government is requiring each offeror to submit their fee, expressed as a percentage of salary, for the hire of one person. No other expenses will be paid for under this BPA. 16. Question: Are research costs considered as expenses? Answer: The Government is requiring that each offeror submit their fee (expressed as a percentage of salary) for the hire of one person. No other expenses will be paid for under this BPA.
