Description
The Democracy Office has a staff of one PSC Senior Democracy Advisor, who is the Director, and two FSN Program Specialists. The Senior Democracy Advisor will be responsible for supervising the Democracy Office in Montenegro and two Program Specialists. The Senior Democracy Advisor is expected to concentrate on the technical areas and programs in justice reform, political processes, independent media, civil society, and anti-trafficking. Moreover, as Senior Democracy Advisor and Democracy Office Director, the person will be involved in all of the technical aspects of the democracy portfolio, including administrative and office management duties. Under the direction of the USAID/SAM (Montenegro) Officer-in-Charge, the Senior Democracy Advisor will have primary responsibility for managing the DG portfolio and to supervise and evaluate the FSN Program Specialists. In addition, the Senior Democracy Advisor will both prepare and provide oversight of program management activities such as, budgets, implementing documents, reviews of unsolicited proposals, and issues papers. The Senior Democracy Advisor will monitor the Democracy Office portfolio, oversee the provision of information requested by the Program Office, the Mission Director, and the Officer-in-Charge. The Senior Democracy Advisor will be actively engaged in all program areas with respect to the design of new projects, the evaluation of on-going activities and the development and implementation of the Mission?s democracy strategy for SAM (Montenegro). The Senior Democracy Advisor will have frequent contacts and interact with counterparts and officials at all levels in Montenegro and international organizations such as, the Organization for Security and Cooperation in Europe (OSCE), Council of Europe (COE), European Agency for Reconstruction (EAR), and foreign Government Representatives. The Senior Democracy Advisor will also have regular interactions with the American Consulate in Podgorica, with the Embassy in Belgrade and USAID in Washington.
