Description
The General Services Administration, Public Building Service, Eastern Service Center intends to solicit offers for work associated with elevator system upgrades at the Wenatchee Federal Building, 301 Yakima Street, Wenatchee, Washington. The contractor shall provide all labor, material, tools, equipment, supplies and supervision, but not limited to, preparing the site for building operations, including selective demolition, cutting and patching, and removal and replacement of existing elevator components, and upgrading of mechanical and electrical work associated with the operation of the elevator system. The offer shall include four (4), one-year options for full-coverage maintenance services. The estimated construction cost range is between $250,000.00 and $500,000.00. The North American Industry Classification System (NAICS) Code is 238290, small business size standard is $12.0 Million. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is advertised unrestricted and is, therefore, open to both large and small business concerns. All work shall be performed in strict and full accordance with the drawings and specifications contained in the solicitation and subsequent award documents. The Government intends to award a Full Fixed Price construction type contract to the responsible offeror whose proposal conforms to this solicitation and will provide the ?Best Value? to the Government. Offers will be evaluated using the following factors presented in their relative order of precedence: 1) COST PROPOSAL, 2) PAST PERFORMANCE AND EXPERIENCE ON SIMILAR PROJECTS; 3) EXPERTISE AND TECHNICAL APPROACH, 4) AVAILABILITY AND EXPERTISE IN WARRANTY AND CONTINUING MAINTENANCE SERVICES. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government reserves the right to reject any or all offers at any time prior to the award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the Offeror submitting the proposal determined by the Government to be the most advantageous to the Government. Offerors are advised that the Government may choose to award without discussions or any contact concerning the proposals submitted.
