- The Federal Aviation has a requirement for Research, Engineering, analysis and Policy Support (REAPS), which is a 2 Phase, Small Business Set-Aside. Offerors are requested, in Phase 1, to submit VOLUMN 1, VOLUMN 2 and Past Performance Information as stated in the attachment. Offerors continuing to Phase 2, will be requested to submit Volumn 3 and Volumn 4. The attached SIR package contains the terms and conditions of responding to this solicitation. SECTION L entitled "INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS, gives you the date, time and place for submission of your offer. The list of Vendors/Offerors attached are those that requested a copy of the SIR. DTFAWA-04-SIR-REAPS should appear on the outside packages of all submittals in addition to the number found on this notice. THE DATE FOR RECEIPT OF PROPOSALS SHALL BE NOVEMBER 19, 2004.
