- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Proposal (RFP) Number SP4410-05-R-8000. The Defense Logistics Information Service (DLIS) requires marketing research support for surveys on an as needed, task-specified basis. The contractor should conduct qualitative and/or quantitative research, as specified by the Government, to complete each research project that the Government engages them to perform. Requests are made throughout the year for qualitative and/or quantitative that will vary in topic, size, complexity and timing. Quantitative surveys will generally require sample sizes that range in size from 1,200 to 2,000, but may occasionally be 5,000 or more. Multi-stage sampling is occasionally required and multiple mailings are usually required. Research support will include survey planning, designing, executing, analyzing the results and reporting the findings. It is anticipated that the RFP will result in an indefinite delivery/indefinite quantity contract for an estimated two (2) qualitative and/or two (2) quantitative surveys a year. The period of performance for the Base Period is from the date of contract award through a twelve (12) month period and the period of performance for each option year is from the end of the base or option year (if exercised) through a twelve (12) month period. This procurement is unrestricted with a North American Industry Classification System (NAICS) code of 541990. It is anticipated that there will be a twelve (12) month base period with four (4), twelve (12) month options. The following clauses will be included in the award: FAR 52.212-1, Instructions to Offerors Commercial Items, language within this clause regarding submittal of the SF1449 is not applicable. FAR 52.212-2, Evaluations- Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. Select ?procurement? scroll down the page and select SP4410-05-R-8000. The solicitation will be posted to the DRMS Website on October 29, 2004. QUESTIONS regarding this requirement must be submitted in writing via e-mail to melissa.hernandez@dla.mil or by facsimile at (269) 961-4474 no later than 4:30 p.m. Eastern Time (ET) Friday, November 12, 2004. Questions received after this time may not be answered by the proposal due date. PROPOSALS must be received no later than 4:30 p.m. ET, Wednesday, December 1, 2004. The offeror agrees to hold the prices in its quote firm for 60 calendar days from the date specified above for receipt of proposals, unless another time period is specified in an addendum to this request.
