Description
This project is a 100% Small Business HubZone Set-Aside procurement. The Coast Guard intends to issue a solicitation for renovation of Building N27 at the Integrated Support Command in Kodiak, Alaska. The existing site has all utilities, sewer, water, telephone, electricity and steam. Parking and vehicular access will not be modified. Site work will consist of running new underground steam and condensate lines to Building N27. No other site work is planned. There are no waterfront or electronics requirements. Anticipated landscaping work is limited to areas damaged during the connection of subsurface utilities to the building. Any replacement plantings shall be in kind and consistent with the ISC Kodiak landscaping and planting program. Anticipated repair of any existing roadway, curb and gutter is limited to areas damaged during the connection of subsurface utilities to the building. Any repairs shall be in kind. A new steam line and condensate line will be run to the building for heating. The source for these utilities is in the existing utility runs via a utilador network located beneath the adjacent roadway. Building N27 is a timber post-and-beam structure constructed in 1985. The building has few interior partitions. Two elevators serve the building. A small passenger elevator is located at the entrance to the building, and a freight elevator is located near the loading docks at the back of the building. Of the 60,715-gross square feet, 18,881 square feet are currently occupied. Public restrooms, circulation, mechanical, entry space, and storage uses occupy 23,030 square feet. Major components of this renovation effort include correction of code deficiencies including barrier free design, energy conservation design; upgrading of telecommunication space; upgrading of heating and ventilating systems; alteration of electrical, fire alarm and automatic fire sprinkler systems. Interior work includes removal of flooring and demolishing the majority of the interior walls on a small portion of floor 1 and on the greater portion of floors 3, 4 and 5 and constructing new spaces with new architectural finishes on each of these floors. This project will revise the layout of a small portion of the retail space and the construction of restrooms on floor 1. No work is anticipated on Floor 2. This project will construct classrooms, a conference room, a break room, restrooms, locker rooms and storage rooms on floor 3; office space on floor 4; and office space and restrooms on floor 5. Exterior work includes: caulk and paint trim at windows, eaves, and building edges. Anticipated contract duration is 10 months. The Government Estimate range is $1.5 to $3 million. A firm fixed price contract will be awarded. The solicitation documents will only be available at http://www.fedbizopps.gov Anticipated availability is approximately 22 November 2004.
