- NASA?s Goddard Space Flight Center intends to issue a Request for Proposals (RFP) for fifteen (15) space flight Fill and Drain Valves in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, fabrication, assembly, development, testing, evaluation and delivery of fifteen (15) space flight qualified Fill and Drain Valves (of which 11 will have gas working fluid, and 4 will have liquid working fluid). In addition to this SDO requirement, the RFP will include one priced option for fifteen (15) additional space flight qualified Fill and Drain Valves, in support of the Lunar Reconnaissance Orbiter (LRO) mission. The delivery schedule for all space flight qualified Fill and Drain Valves is September 8, 2005. All work shall be accomplished in accordance with Specification 464-PROP-SPEC-0088, entitled ?Performance Specification for Propulsion Subsystem Fill and Drain Valves? and Statement of Work (SOW) 464-PROP-LEGL-0049 entitled ?Statement of Work for Solar Dynamics Observatory (SDO) Propulsion Subsystem Fill and Drain Valves. The Specification and SOW will be provided with issuance of the RFP. This procurement will be a full and open competition under FAR Subpart 15.3, ?Source Selection?, and NASA FAR Supplement Subpart 1815.3, ?Source Selection?. NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Fill and Drain Valves, with an anticipated award date on or about January 14, 2005. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 336415, with a corresponding size standard in number of employees of 1,000. The anticipated release date of the RFP is on or about November 12, 2004, with an anticipated offer closing date on or about December 13, 2004. The actual due date for receipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?.
