- The United States Environmental Protection Agency (EPA) National Center for Environmental Research (NCER) has a requirement for planning, management, and logistical support of meetings and presentations to include identification of events and participants, technical writing, editing, literature searches, graphics and multimedia support. The contractor shall provide high-quality presentation graphics and documents for meetings, conferences, symposia, and workshops. Other required services include planning and logistics support, NCER information tracking support pertaining to grant and fellowship programs, Small Business Innovation Research (SBIR) program support, and preparing/updating NCER's files/lists of scientific briefing materials and awards. A cost-plus-fixed-fee, level of effort (LOE) contract is anticipated. The period of performance is estimated at one 12-month base period plus four option periods of 12 months each. The total amount of LOE for all periods and all options is estimated at 135,000 hours. The proposed contract is a follow-on to EPA Contract 68-C-02-030 with The Scientific Consulting Group, Inc. It is 100% set aside for small business concerns. All responsible firms that qualify as small businesses may submit a proposal which will be evaluated by the Agency in accordance with the technical evaluation criteria specified in the RFP. The applicable NAICS code is 541618, and the size standard is $6,000,000. Solicitation PR-CI-05-10007 and any amendments will be available for download by interested parties. It is anticipated that this solicitation will be released in mid-November 2004. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiations.
