- These requirements were previously advertised as: N62477-05-R-XXX2 and N62477-04-R-0483 (Cost of Capital); and N62477-05-R-XXX0 and N62477-04-R-0481(Revenue Requirements). Due to Navy re-organization, it is now advertised as N40080-05-R-0001. The Naval Facilities Contracting Office (NAVFACCO), Washington, DC at 1314 Harwood Street, Bldg. 212, Fourth Floor, Washington Navy Yard, Washington, DC, intends to purchase professional services pertaining to both Cost of Capital, and Revenue Requirements, in support of the Utilities Rates and Studies Office. The service will pertian to the Navy's intervention in the ratemaking process before various federal, state, or local authorities. Due to substantial changes in the utilities industries, the regulatory environment, and actions within the Department of Defense (DoD), many new issues such as deregulation, unbundling cost of capital, asset securitization, rate freeze, post rate freeze rate design, privitization, and other similar issues may be involved and require support under the resultant contract. The contract will be fixed-price, with work ordered by issuance of delivery orders. The term of the contract will be one year with four one-year options. This acquisition is 100% set aside for small business; only a small business firm may submit a proposal for consideration. Two contract awards will be made to two responsible offerors whose proposals are compliant with the solicitation, and are determined to be the best value to the government, technical, price, and other factors considered.
