Description
Sources Sought Notice for Homeport Training in Fiber Optics Training to Navy Personnel Stationed in Various Fleet Concentration Areas (FCA). Navair Orlando Training Systems Division is seeking potential sources to provide Instructional Support for Homeport Training in Fiber Optics to Navy personnel stationed in Norfolk, VA; San Diego, CA; Bangor/Seattle, WA; Mayport, FL; Pascagoula, MS; New London, CT; Pearl Harbor, HI; Ingleside, TX; Naples and Sigonella, Italy; Yokosuka and Sasebo, Japan; Guam and other Fleet Concentration Areas (FCA). A firmed fixed price contract, IQC is anticipated with a 60-month period of performance. Fiber Optic training support will include instruction to Navy Fiber Optics Maintenance Technicians and providing student-training materials, at one or more, or all the FCAs identified above. Sources must be an Electronics Technician Association (ETA) certified testing site for ETA exam (FOT), instructors must have Fiber Optic Installer (FOI) and Fiber Optic Technician (FOT) certifications from ETA. Additionally, sources should indicate what other certifications you may have that qualifies you to teach the Navy Fiber Optics course in accordance with Fiber Optic Cable Topology Installation Standard Methods for Navy Ships, MIL-STD-2042. General Requirement: The intent of the course is to prepare the Navy student to maintain and repair fiber optic plants aboard Naval vessels and shore stations. The contractor will be responsible for providing personnel, supervision, management, materials, equipment and instructional technology needed to conduct training of Navy and civilian personnel in the Fiber Optic Maintenance Technician course CIN A-670-0063A. Contractor will be responsible for (with verification and concurrence from the Center for Surface Combat Systems) prior to implementation) maintaining updates and modifications to the course to meet training proficiency standards and for accomplishing any tailoring needed for compliance or compatibility to contractor instructional methods and strategies for training Navy personnel. Navy facilities are available at Norfolk and San Diego, all other sites only classroom space is available. Businesses capable of accomplishing the required services are invited to submit the following: 1. Company literature, brochures, or capability summaries. 2. Business size (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman owned business, etc). The applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611519 with a size standard of $6 million. Identification of business size should be included on the cover page of your submission. 3. Past and or current performance (limited to the last 3 years) on similar contracts, including dollar value, complexity and point of contact information.
