Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order under a Master Agreement for Repairs and Alterations of Vessels, for the Overhaul of the Sea Going Dredge McFARLAND. The vessel is an all steel Se agoing Hopper Dredge. The vessel is 300 feet in length, with a beam of 72 feet, and a depth of 33 feet. Normal Draft of the vessel is 20 feet, 6 inches forward and 14 feet, 6 inches aft, with a corresponding displacement of 6640 tons. The Government wil l deliver the vessel in open water near the contractor's facilities. A portion of the work to be performed consists of the following: utilities and services; bow thruster motor rebuilding, replacement of the hopper turntable grating, replacement of the Pu mp Room decking and deck supports, and repairs to Ships Service Generator engines and generators. The annual survey for the renewal of the vessel American Bureau of Shipping International Load Line Certificate will also be performed during this repair per iod. Upon completion of the work, the vessel will conduct sea trials prior to delivery back to the Government. Prospective contractors must have, or be capable of, entering into a Master Ship Agreement. The area of consideration will include facilities b etween Philadelphia, Pennsylvania and New Orleans, Louisiana on the East and Gulf Coasts of the United States. Contractors who wish to visit the ship are required to contact Mr. Mark Saylor at 215-656-6745 or by email to mark.a.saylor@usace.army.mil at le ast 24 hours prior to the site visit, which will occur at the Fort Mifflin Project Office near the Philadelphia International Airport on or about 23 November 2004. The total performance period for this procurement will be Forty-Five (45) calendar days, st arting on or about 18 December 2004. Liquidated damages will be a part of any award and may be applied for failure to complete the work within the designated performance period. The acquisition will be solicited using the Sealed Bid procurement process p rescribed in Part 14 of the Federal Acquisition Regulations. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://ebs.nap.usace.army.mil on or after the issue date of the so licitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicita tion or any amendments. Hard copies will not be available. Offerors are responsible for printing paper copies of the solicitation and any amendments. Solicitation Number W912BU-05-B-0002 will be issued on or about 10 November 2004 with a bid opening dat e on or about 8 December 2004. No written or fax requests will be accepted. Bids are to be delivered to the Corps of Engineers, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390 ATTN: Ms. C. T. Schoenherr. Bonding is requir ed only if the offeror chooses to receive progress payments. If your bid guarantee is in the form of a bid bond both the bidder and surety must properly sign the bond and all required seals must be affixed. Bonding is not required if an offeror chooses t o finance the entire contract by receiving no payment until Final Acceptance at destination. If this alternative is proposed, the offeror shall demonstrate their ability and approach to contract financing. The documentation provided will be used to asses s the Governments financial risk. All contractors are required to be registered in the DOD Central Contract Register (CCR) before award as required by DFARS 204.7300.
