- Description
- NOTICE OF CONTRACT ACTION (NOCA) for the Next Generation Advanced Global Positioning System (GPS) Hybrid Simulator. The 746th Test Squadron of the 46th Test Group at Holloman AFB, New Mexico intends to issue a Request for Proposal (RFP) for the Next Generation Advanced GPS Hybrid Simulator. This acquisition will utilize the North American Industry Classification System (NAICS) code 334511, and the size standard is 750 employees. The solicitation will be conducted using FAR Part 15 procedures and will be awarded to the responsible offeror whose proposal conforms to the solicitation requirements and will provide the best value to the government considering mission capability, past performance and price. The government intends to either award one firm-fixed price contract for the Next Generation Advanced GPS Hybrid Simulator, which includes Wavefront, International Signal, Augmentation Signal, Antenna Model, Digital Output, Controller Function, Inertial Measurement Emulator, and Interference Generator, or one or more firm-fixed price contracts for a modular design Next Generation Advanced GPS Hybrid Simulator consisting of one or more of the following separate components: (1) GPS simulator, which may include Digital Output, Controller Function and Antenna Model; (2) International Signal Simulator, which may include Digital Output; (3) Augmentation Signal Simulator, which may include Digital Output; (4) Inertial Measurement Emulator; (5) Integrator; (6) Interference Generator, which may include Digital Output. Period of performance is expected to be approximately twelve (12) months from date of award. This will be a web-posted solicitation. The solicitation will be posted on the Federal Business Opportunities website at http://www.fedbizopps.gov on or around 30 Aug 04. The government will not distribute hard-copy solicitations, attachments, exhibits, or amendment documents. Subsequent amendments to the solicitation, if any, will be promulgated via the Federal Business Opportunities website. Prospective offerors are responsible for checking the referenced website early and periodically for the solicitation and any solicitation amendments. Prospective offerors should not expect notification that any amendment has been issued. The government is not responsible for any loss of Internet connectivity or for an offeror’s inability to access the document posted on the referenced website. The solicitation will be issued on a competitive basis. Initial market research indicates this acquisition will be full and open competition; however, the Government reserves the right to consider a small business set-aside based on responses to this announcement.
