Description
The Space and Naval Warfare Systems Center, San Diego, anticipates the award of a cost reimbursement contract to Rand Corporation of Santa Monica, CA. This procurement will be conducted using other than full and open competition pursuant to FAR 6.302-3 (Industrial mobilization; engineering, developmental, or research capability; or expert services) in order to establish an essential research and development capability to be provided by a nonprofit institution. The contract will procure research, development, and engineering services in support of the Homeland Security Advanced Research Projects Agency's Radiological and Nuclear Countermeasure System Architecture Analysis program. The contractor will act as a non-biased entity to contrast and compare different architecture development technologies to ensure an impartial analysis of the various technologies. Successful contract performance requires demonstrated expertise in 1) methods of system architecture analysis; 2) the effects of radiological and nuclear weapons; 3) radiological and nuclear weapon threat signatures; 4) counter-proliferation; 5) terrorism and counter-terrorism, particularly nuclear terrorism; and 6) economic and political implications of architecture adoption. Additionally, the contractor must possess facilities and personnel for Top Secret and Sensitive Compartmented Information data access, storage, and generation. This effort is expected to be twelve months in duration with an estimated value of $500,000. This is not a request for proposals and no solicitation is available.
