- RESEARCH AND DEVELOPMENT NATIONAL SMALL ARMS CENTER. This announcement follows a Sources Sought and Special Notice posted in FEDBIZOPPS December 2003 W15QKN-04-X-0209. The Center is ready to sign an Other Transaction, then post a Project Proposal (only to Consortium members) and make awards the first three topics. If your company is interested in becoming a member please read announcement W15QKN-04-X-0209 to understand the concept and contact Barbara Byrnes, eme1bmt@aol.com, (703) 212-8030, Ext.223 in order to obtain an application and become a member. Contractor must be a member of the consortium in order to submit a proposal on the Project Proposals which will follow. The first Project Proposal will contain 3 (three) Research Areas: New Metal Coating Technology for Greaseless Weapons, Anti-Materiel Sniper Rifle (AMSR) and Polymer Cased Ammunition - 5.56 mm.
