- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Notice to interested offerors the government intends to make award on a sole source basis to Powerhouse Equipment and Engineering. Quotations are being requested not later than 26 October 2004. This solicitation FQ448442940100 is hereby issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. The solicitation is issued unrestricted. The associated NAICS code is 423720 with a size standard of 500 employees. The resulting purchase order shall be firm-fixed-price. The delivery date shall be 9 November 2004. The contractor will provide all labor, supervision, equipment, transportation, installation and supplies necessary for the rental of one (1) trailer enclosed 200 HP steam generation system, 150 PSIG ASME design pressure capable of firing #2 oil and/or natural gas, complete with valving trim, controls and ancillary equipment, Cleaver Brooks Unit B505 or equal and one (1) skid mounted 5000-gallon capacity, dual wall #2 fuel oil storage tank, UL-142 construction complete with tank level indicator and leak detection tube for approximately 4 months. Monthly rental rate includes salt required for softener regeneration and chemicals required for boiler operation/corrosion control. It is necessary that a NJDEP air permit for construction and operation be provided, specifically a General Permit GP-006 for Boilers with a rated capacity/gross heat input of less than 10 million BTU per hour combusting natural gas, propane, #2 fuel oil, diesel, kerosene, or a combination of these fuels and no other fuels. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.211-6, 2FAR 52.212-4, FAR 52.219-25, FAR 52.222-3, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.232-33, DFARS 252.225-7000, DFARS 252.225-7001, DFARS 252.225-7002 and DFARS 252.232-7003. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered at the time of award.
