Description
Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all else necessary to complete the Simplified Acquisition of Base Engineering Requirements (SABER) contract at Lackland Air Force Base and its annexes; Medina Training Annex, Wilford Hall Medical Center, ancillary medical facilities, Camp Bullis, Texas, Kelly Field Annex, Texas, surrounding areas and other military installations in the San Antonio area. This will be a firm-fixed price indefinite delivery, indefinite quantity (IDIQ) contract for construction efforts at Lackland Air Force Base and its annexes. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work involved includes, but is not limited to carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. All work shall be performed in strict compliance with the American Institute of Architects Specifications (AIAS) and the scope of work specified in individual delivery orders issued against this contract. Individual jobs or task order against the contract will vary in anticipated size ranging from $500.00 to $2,500,000.00. The contractor shall be required to maintain a management office at Lackland Air Force Base. The period of performance is for a 12-month basic period and four 12-month option periods. Two (2) awards for this requirement will be made. The guaranteed minimum is $25,000.00 for the life of each individual contract and the maximum ordering limitation is $22,500,000.00 over the life of each individual contract. The minimum amount per task order is $500.00 and the maximum amount per task order is $2,500,000.00. This is a Competitive 8(a) Procurement. All Local qualified 8(a) firms serviced by the San Antonio Small Business Administration District Office are eligible to participate. All other firms are deemed ineligible to submit offers. The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220 with a small business size standard of $28,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Performance is significantly more important than price. It is anticipated the solicitation will be issued electronically on or about 14 Jun 2004 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or .exe.), MaxView/SourceView.exe, and AutoCAD. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process.
