Description
The Social Security Administration (SSA) requires the services of an internist, orthopedist or psychiatrist to serve as a Regional Medical Advisor (RMA) to provide leadership and expertise in the review of medical claims under the Disability Program of Titles II and XVI of the Social Security Act. The services will be performed at the Social Security Administration Regional Office located at 1301 Young Street, Dallas, Texas. This acquisition will be for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Part 12 and will be conducted using simplified acquisition procedures in accordance with FAR Part 13. These services will involve the review of medical evidence in disability claims. No patient contact will be involved. The contractor(s) must have the necessary computer skills to view and input electronic case information. Some travel may be involved. The RMA provides leadership, technical direction and guidance to the State Disability Determination Services and Federal Medical consultant staff who work as case reviewers at the Disability Quality Branch of SSA in addition to case development, review and adjudication functions. RMA will assist in identifying psychiatric and medical policy issues and trends and in training disability personnel at the Federal and State level. Competitive pricing will be solicited and accepted. Contractor will be required to pass a security background check before beginning performance under the contract. Contractor shall be registered in the Central Contractor Registration database prior to award of a contract. Offerors must have: (1) a valid license to practice medicine in Texas; and (2) be available for onsite work a minimum of 15 hours per week between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday. The period of performance will be January 1, 2005 or date of award, whichever is later, through December 31, 2005 with provisions for four one-year options. The solicitation is scheduled for release on or about November 1, 2004. This requirement is a 100% small business set aside. The North American Industry Classification System Code (NAICS) for Internal Medicine and Orthopedics is 621111 and the size standard is $8.5M. The NAICS Code for Psychiatry/Psychology is 621112 and the size standard is $8.5M. Offers received from other than small business concerns will be deemed unacceptable and will be given no further consideration. The solicitation (and any amendments) will be available for downloading on the Fed Biz Ops (FBO) web page at www.eps.gov on or about the solicitation release date. All parties interested in submitting an offer should download the solicitation from the FBO web site. No telephone requests for the RFQ will be honored. Only written requests will be accepted.
