Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Horiba Instruments to upgrade a Horiba Constant Volume Sampler (CVS). The Laboratory Operations Division performs research and development engine testing at EPA's NVFEL, which is located in Ann Arbor, Michigan. Recently, a small engine test site was constructed to support the development of new non-road regulations. The Horiba CVS to be upgraded dilutes engine exhaust which is then analyzed to determine emission components. It is one of the main components on the test site. The CVS is more than ten years old and EPA can no longer get replacement microprocessors or programming changes. The communication system that is employed is outdated, so it is difficult to exchange data with more modern components on the test site. In order to comply with the requirements of the nonroad test program and stay on the testing schedule, at least one CVS will need to be upgraded with new control electronics, communications, transducers and sample pumps. The Contractor shall design, fabricate, deliver, install and performance-test the specified upgrades and assure that they meet the requirements of the nonroad test program. A spare Horiba CVS also exists. The upgrade of this second unit will be included as an option under this acquisition. Given that these units were manufactured and designed by Horiba Instruments, EPA knows of no other source that has the knowledge, expertise and programming skills to be able to provide the required services and as such intends to negotiate on a sole source basis with Horiba Instruments. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by November 3 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
