Description
Project to Construct Two Runway Control Structures, Frederick Airfield, OK (Project VNVP 041045) will be issued in the near future. Work will consist of furnishing all necessary plant, labor and materials to construct (2) new Runway Control Structures (RCS), and removing (2) existing Runway Supervisory Units (RSU). The new structures consist of a concrete slab on grade with embedded equipotential ground plate, reinforced concrete masonry walls, structural steel bar joists and catwalks, hollow metal doors and frames, a custom built steel frame cab with tinted insulated glass windows and skylights, custom millwork, carpet , HVAC and electrical. Flight operations will continue using the existing RSU?s while new construction is in progress. The new RCS?s are to be completed, fully operational, and accepted by the government prior to removal of the existing RSU?s. The existing RSU cabs and supporting steel framework, stairs and catwalk are to be delivered to Tinker AFB, OK by the contractor and turned in to DRMO as government property. All work shall be done with the immediate work area unoccupied. However, flight operations will continue throughout the duration of the contract and government personnel must have access to the existing RSU?s, radio equipment buildings and portable toilets at all times until the new RCS?s are deemed fully operational by the government. The contractor shall coordinate all work with the Civil Engineering contract inspector, and the Contracting Officer. Contractor progress shall be measured and reported in terms of completed, installed work. Prior to submitting a cost proposal, the contractor shall attend a site visit in order to verify the existing conditions. Special Conditions: The contractor shall provide and maintain a 4 foot high vinyl construction fence with metal t-posts around each new RCS construction site until the new structures are completed and accepted by the government. All contractor equipment and stored materials must be kept inside the construction fence. The contractor shall place all trash and construction debris in covered containers, and ensure that no trash or debris is allowed to blow outside the construction fence. The government will provide electrical power for the work, but no water is available at the RCS sites. Water is available at the fire station west of the taxiway but must be hauled to the construction sites. Contractor personnel may utilize government furnished portable toilets which are located at each RSU site. The contractor is responsible for coordinating with any contracted-services supplier when the contracted services supplier's equipment must be removed, installed, reinstalled or be otherwise affected or the supplier's personnel must be rescheduled to accommodate contractor's work. All work shall be in accordance with the statement of work and drawings. Magnitude of construction project is between $500,000 and $1,000,000. Performance period is 90 calendar days from issuance of the Notice to Proceed. Solicitation is being issued for FULL and OPEN competition. Applicable NAICS code for this project is 236220, with a size standard of $28.5 million dollars. ATTENTION CONTRACTORS: Funds are not currently available for this solicitation. Award of a contract as a result of this solicitation is contingent upon the availability of appropriated funds from which payment of this contract may be made. There shall be no legal liability on the part of the government for contract purposes until funds are made available to the contracting officer. The contracting officer will confirm availability of funds in writing to the contractor upon award of contract. Solicitation and any subsequent amendments will be posted through the electronic posting system (http://eps.gov/). Paper copies will not be provided.
