- The USDA, Office of Intergovernmental Affairs, Office of Native American Programs intends to negotiate on a non-competitively basis with Intertribal Agriculture Council, a non-profit organization made up of members federally recognized Indian Tribes whose primary mission is to promote and facilitate the Indian use of Indian resources. The Intertribal Agriculture Council (IAC) is the only Indian Agriculture Organization mandated by the United States Congress. Elements in attainment of this goal are drafting, publishing and distribution of booklets explaining USDA programs for a target audience of American Indians. The proposed project (to develop a USDA Guide to American Indians and Alaska Natives) will be delivered fifteen months from the receipt of contract award. This notice of intent is not a request for competitive proposals. However, all proposals received by the response due date, will be considered by the Government. A determination by the Government not to compete with this proposed contract will be based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of whether to conduct a competitive procurement. This contract will be a firm-fixed price. The solicitation is currently not available. The approximate Request for Quotation (RFQ) release date is on or about 11-15-04. The RFQ will be available and distributed solely through the Government Point of Entry GPE) Federal Business Opportunities web site http://www.fedbixopps.gov. All future information about this acquisition, including RFQ/amendments will be distributed solely through the web site. Interested parties must obtain a DUNS number and register in the Central Contractor Registration (CCR)(www.ccr.gov) in order to transact business with USDA. This procurement will be conducted in accordance with FAR Part 12, Commercial Items Procedures.
